The recent rains have exacerbated an ongoing problem on RHEN's hillsides and slopes. Central Contra Costa Sanitary District (CCCSD) has an easement for a sewer bench on or behind most lots where significant erosion has occurred recently as well as during past rainy seasons. This page will explain what has been happening to cause the erosion and what steps homeowners can take to minimize the impact of the rains. Erosion can be a very serious issue, if not controlled, and the remedy of repairing the slopes and hillsides can be very expensive. We will be adding to this page as more data becomes available.
CCCSD funded an evaluation of the slides on or near their easement in late December 2002 and we will be posting that report on this page when it is available.
CCCSD has completed emergency repairs to erosion threatening their sewer lines on several lots during April 2003. A Letter 4-10-03 from CCCSD summarizing the cause of the erosion, outlining their emergency repairs that were conducted, and indicating homeowners responsibility to control runoff and erosion was sent to affected homeowners in early April, but is applicable to many more residents to prevent problems before they become emergencies.

Q: Our house is in the middle of a hill. The properties above us have gutters draining toward our property, causing damage and landslides. Do their gutters have to drain onto the street so they don't erode the hill below?
A: Yes. If an uphill property owner diverts rainwater onto your downhill property, thus causing damage, the uphill owner is liable for that damage. The general rule is a downhill owner must accept the natural flow of water from uphill property. But you don not have to accept water diverted by the uphill owner. For full details, consult a local real estate attorney, how will probably recommend obtaining an injunction to stop further water diversion damage.

Every Spring and Summer the San Ramon Valley Fire District conducts an extensive Vegetation Management Program in the San Ramon Valley. This program is designed to reduce or prevent the spread of wildfire from one property to another. The District sends a mailing to several thousand properties prior to the start of the program to make sure that property owners understand the legal_notice, standards, and purpose of the program. The term “weed abatement” is used to address any overgrowth of grasses, weeds, shrubbery or trees. Weed Abatement Standards have been designed to minimize fire hazards throughout the District, which in turn reduces risk of loss of life and property. Through abatement efforts of all property owners, citizens can be assured of a much safer fire season. While the SRVFD allows discing, spraying, and mowing to control grasses, due to our steep slopes causing susceptibility to erosion, RHEN only allows mowing methods to be used.
